A Document Election is nothing more than an election in which the candidates are documents rather than people. This means that documents are changed over time by being replaced as a whole rather than being selectively amended. Such an election can be for any document, from governing bylaws to a code of conduct to a logo file.
Document Elections are intentionally holistic, and reject the notion of either using narrow amendments or purely additive "bills". A Document Election always selects an entire document, making it structurally required for participants to consider whether the new proposed document is actually coherent as a whole.
Tools capable of "diffing" documents would make this process much easier by allowing readers to clearly see how two documents differ.
Document Elections are intended to allow scaled Direct Democracy by making parliamentary-style meetings completely unnecessary, and bodies of representatives always merely advisory rather than controlling.
